Trump nominates former CSX exec to lead PHMSA

Howard “Skip” Elliott, former vice president of public safety, health and environment with Class I railway CSX, was nominated by President Donald Trump to lead the Pipeline and Hazardous Materials Safety Administration (PHMSA).
