NTSB releases final report on <em>El Faro</em> sinking

The National Transportation Safety Board's (NTSB) final report on the 26-month-long investigation into the loss of the TOTE Maritime vessel in October 2015 put the majority of the blame on the captain of the ill-fated cargo ship.
