The Port of Houston is retaining a large chunk of the cargo that was diverted its way last year by shippers seeking to avoid congestion at West Coast ports that resulted from contentious dockworker contract negotiations.

Norfolk Southern Corp. plans to spend $8.2 million to expand its headquarters in Norfolk, Va. as part of an overall plan to consolidate its corporate offices, according to a statement from Virginia Gov. Terry McAuliffe.

The parcel giant is expanding a ground facility next to Ontario International Airport after recently adding a facility to handle express air parcels.
