House to vote on 3-year extension of PTC deadline as part of stop-gap highway bill

The extension of the Dec. 31 deadline for implementation of Positive Train Control for an additional three years has been added to a three-week transportation funding measure in the House as Congress scrambles to complete long-term legislation.
